UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of local authorities, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Specific Cases of Planned Disposals

One local authority in southeast England announced its property management strategy included the disposal of a retail complex in Rainham and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and business parks held in two English counties, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Increases and Wider Fiscal Strains

The survey of councils in the key cities group, which includes several urban centers, further found that over seven in ten of councils will have to increase council taxes next April to address the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” stated a council leader.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities recently also found local finances being stretched by the increasing figures of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” said the report.

“While only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the scale of difficulties facing local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and demand,” stated a council leader.

“Lacking this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the past 12 months, the study found.
